II.2.4) Description of the procurement
HIAL seeks to procure a suitably qualified supplier to provide a replacement Primary Surveillance Radar system for Sumburgh Airport. The scope of the contract includes the detailed design, manufacture, supply, installation, commissioning and acceptance of the radar system, together with all associated documentation, testing and regulatory support required to achieve operational readiness. The precise scope of any future procurement remains under development and forms part of the purpose of this market engagement exercise.
The procurement forms a key element of a wider Sumburgh PSR Replacement Project. Associated activities including land acquisition, provision of electrical power and communications points of presentation, certain property matters and ongoing maintenance arrangements fall outside the proposed contract scope. The supplier will be expected to provide and deliver the infrastructure, radar compound, civil engineering and associated works required to deliver an operational capability from the defined points of presentation. The final allocation of responsibilities between HIAL and the appointed supplier will be confirmed as part of any future procurement process. Additional information: HIAL invites interested suppliers to complete the accompanying Request for Information (RFI) relating to the potential Primary Surveillance Radar replacement at Sumburgh Airport. The information received will be used to assess market capability, indicative costs, delivery timescales, risks and support the development of the procurement strategy.

Highlands and Islands Airports Limited (HIAL) is undertaking a market engagement exercise in advance of any future procurement relating to the replacement of the Primary Surveillance Radar (PSR) at Sumburgh Airport.
Interested suppliers are invited to complete and return the accompanying Request for Information (RFI). The purpose of the RFI is to obtain information on supplier capability, indicative costs, delivery timescales, support arrangements, technical considerations, project risks and wider market intelligence relevant to the proposed requirement.
The information gathered will be used to inform HIAL’s procurement strategy, project planning and business case assumptions.
This market engagement exercise is for information-gathering purposes only and does not constitute a call for competition, pre-qualification exercise or formal invitation to tender. Participation is entirely voluntary and will not confer any advantage or disadvantage in any future procurement process.
HIAL welcomes responses from suppliers with demonstrable experience in the design, manufacture, supply, installation and support of airport Primary Surveillance Radar systems and associated infrastructure.
