Description: The awarding authority invites suitably qualified and experienced contractors to submit competitive tenders for the design, supply, installation, testing, commissioning and handover of renewable energy generation and battery energy storage infrastructure at two agricultural sites within the specified location.
The successful Contractor shall provide a complete Engineering, Procurement and Construction (EPC) solution capable of delivering the facilities described within this Invitation to Tender.
The Client seeks a contractor able to provide an integrated solution covering design, procurement, installation, commissioning and ongoing technical support.
The Contractor shall be responsible for ensuring that all proposed equipment is fully compatible and capable of operating as one integrated energy management system.
This ITT should be considered with the noted Appendices.
The contract will include, but not necessarily be limited to:
Detailed system design
Equipment procurement
Civil and electrical installation works
Battery Energy Storage Systems (BESS)
Roof-mounted photovoltaic installations
Electrical distribution upgrades
Grid interface works
EV charging infrastructure
Testing and commissioning
Operator training
Operation & Maintenance documentation
Warranty support
Tenderers are expected to demonstrate extensive experience in delivering renewable energy installations of comparable scale and Complexity.
The project is dependent on the Client securing grant funding from Ynni Cymru and the decision to proceed with the undertaking is at the sole discretion of the Client.

Total quantity or scope of tender
The Contractor shall provide a complete Engineering, Procurement, Construction, Testing and Commissioning (EPC) service for the design, supply, installation, testing, commissioning and handover of renewable energy generation and battery energy storage systems at two agricultural sites located within Pembrokeshire.
The Contract shall include all labour, plant, equipment, materials, temporary works, supervision, specialist subcontractors, transportation, lifting operations, testing, commissioning and documentation necessary to deliver fully operational installations.
The Contractor shall be deemed to have allowed for all works necessary to complete the project, whether specifically identified within this ITT or reasonably inferred as being necessary for a complete and compliant installation.
Overall Project Objectives
The works are intended to deliver:
Increased renewable electricity generation.
Improved utilisation of locally generated renewable energy.
Reduction in imported grid electricity.
Increased energy resilience through battery storage.
Future expansion capability.
Safe, reliable and maintainable installations.
Integration with existing and future renewable energy assets.
The Contractor shall design the installation to maximise long-term operational performance whilst minimising maintenance requirements and whole-life costs.
Site 1 – Penysgwarn Farm

Existing Infrastructure
The site currently comprises:
Existing approximately 100 kW wind turbine.
Existing approximately 30 kW ground-mounted photovoltaic installation.
Existing DNO point of connection.
Existing agricultural electrical infrastructure.
The Contractor shall verify all existing site conditions prior to commencing detailed
design.
Proposed Works
The Contractor shall provide all necessary design, equipment and installation works
required to deliver the following:
Electrical Infrastructure
Extend the electrical infrastructure from the existing DNO Point of Connection to
the proposed Battery Energy Storage System (BESS) container location.
Supply and install all necessary LV cabling.
Install all containment systems.
Install switchgear, protection equipment and isolation devices.
Install earthing and bonding systems.
Complete all trenching, reinstatement and civil works associated with cable installation.
Roof Mounted Solar PV
The Contractor shall:
Undertake detailed non-structural roof surveys.
Design the PV arrays to maximise the available roof area.
Optimise array orientation and string configuration.
Supply and install all PV modules.
Supply and install mounting systems suitable for agricultural environments.
Install all DC cabling and protection.
Install all DC isolation equipment.
The final installed capacity shall be determined by the available roof area following detailed design approval by the Employer.
Battery Energy Storage System
The Contractor shall supply and install an appropriately designed containerised Battery
Energy Storage System with an indicative storage capacity of 480 kWh.
The installation shall include:
Battery modules.
Battery Management System.
Inverters (indicative 200 kW)
HVAC.
Fire detection.
Fire suppression.
Internal lighting.
CCTV.
Emergency isolation.
Distribution equipment.
Protection systems.
Monitoring equipment.
EV Charging
Provide and commission a 22 kW AC EV charging point complete with:
Electrical connection.
Metering.
Protection devices.
Labelling.
Testing and certification.

The Contractor shall:

Terminate existing farm supply from DNO infrastructure
Coordinate protection settings.
Ensure safe operation during both import and export conditions.
Provide all switchgear necessary to integrate the renewable generation systems.
Future Wind Turbine Provision
The installation shall be designed to accommodate the future connection of an approximately 200 kW wind turbine.
Provision shall be made for:
Future switchgear.
Protection equipment.
Communications.
Metering.
Control interfaces.
The future wind turbine installation is anticipated to form Stage 2 of the overall development.
Common Technical Requirements
The Contractor shall ensure both sites operate as fully integrated energy systems
capable of simultaneously managing:
Solar photovoltaic generation.
Wind generation (where applicable).
Battery charging.
Battery discharge.
Site electrical demand.
Grid import.
Grid export.
The control philosophy shall maximise self-consumption whilst supporting export when economically advantageous.
Design Responsibilities
The Contractor shall undertake complete detailed design including:
Electrical calculations.
Cable sizing.
Protection studies.
Earthing calculations.
Structural assessments.
PV string design.
Inverter sizing.
Battery sizing verification.
Short circuit calculations.
Voltage drop calculations.
Selectivity studies.
Designs shall be submitted for Employer approval prior to procurement.
Civil Works
The Contractor shall include all civil engineering works necessary to complete the installations including:
Excavations.
Cable trenches.
Concrete foundations.
Equipment plinths.
Access improvements.
Duct installation.
Reinstatement of agricultural land.
Drainage where required.
Complete comprehensive risk assessments for both sites.
All disturbed areas shall be reinstated to their original condition unless otherwise instructed by the Employer.
Temporary Works
The Contractor shall provide all temporary works including:
Scaffolding.
Edge protection.
Safety netting.
Lifting equipment.
Temporary fencing.
Traffic management.
Welfare facilities.
Temporary power supplies.
Temporary works shall comply with all relevant legislation and industry best practice.
Testing and Commissioning
The Contractor shall undertake full commissioning of all systems including:
Inspection and testing in accordance with BS 7671.
Functional testing.
Protection testing.
G99/G100 verification.
Battery commissioning.
Inverter commissioning.
Communication system testing.
Remote monitoring verification.
Performance testing.
Witness testing by the Employer.
No installation shall be deemed complete until all testing has been successfully completed and accepted by the Employer.
Handover Deliverables
Prior to Practical Completion, the Contractor shall provide:
Electrical Installation Certificates.
Test certificates.
Protection settings.
As-built drawings.
Single-line diagrams.
Cable schedules.
Equipment datasheets.
O&M Manuals.
Asset register.
Warranty documentation.
Commissioning records.
Training records.
Recommended maintenance schedules.
The Contractor shall not be released from the Contract until all documentation has been submitted, reviewed and accepted by the Employer.
