Notification of Intent (NOI) to prove on-site support of enterprise GIS consultants to assist the NCI Agency.
The NATO Communication and Information Agency is planned to issue a Request for Quotation (RFQ) for on-site enterprise GIS support.
NATO Core Geographical Information Service (GIS) is the central Geospatial Information System within NATO. It provides NATO customers with a portfolio of services, geospatial data, and geospatial products.
NATO Core GIS supports the complete geospatial information lifecycle to ensure that all phases of military operations are conducted on the same spatial reference. It addresses two main user communities: Specialised Geospatial sections and the broad community of functional service users. NATO Core GIS is fully Commercial-Off-The-Shelf (COTS) based, mainly using the ArcGIS product suite from Esri.
The project should deliver on-site support of Enterprise GIS consultants to assist the NCI Agency in the preparation, installation/activation, test and acceptance of the Core GIS Incr. 3 baseline.
The support should cover:
the design, testing and roll-out of core GIS Incr. 3
core GIS support to the new sites in the roll-out and transition phase
subject matter expertise
2 GIS engineering subject matter experts will be required.
These services will be required for 12 months.
The estimated cost for this contract will be approximately EUR 1,000,000
The contract will be awarded to the bid that is the lowest price and technically compliant in accordance with the evaluation criteria prescribed in the RFQ.
You will need a Declarations of Eligibility (DOE) in order to apply, this can be provide by the Department of International Trade not later than 27 July 2022
The RFQ package will be NATO unclassified.
The proposed contract will require unescorted access and work of your personnel at NATO Class II security areas, and in accordance with C-M(2002)49, NATO security policy, personnel of the winning bidder will be required to hold individual security clearances of “NATO Secret”.
Only if your company personnel has this security clearances will you be awarded the contract. The personnel security clearances should be valid at the time of the contract signature. The award of the contract will not be delayed in order to allow personnel to obtain missing clearances.
You should include the reference number RFQ-CO-115737-GIS on all correspondence you have with NATO concerning this RFQ.
The expected start date will be no later than 1 January 2023.
