West Midlands Fire and Rescue Authority (“Authority”) is engaging with the market with regards to a potential requirement for station resting facilities.
Our fire stations are more than just buildings – they are the foundation of emergency response and public safety. To effectively serve our communities, we must operate from facilities that are modern, inclusive, and equipped to meet 21st-century challenges. This means:
• Healthier work environments – Providing our firefighters and staff with state-of-the-art facilities that prioritize well-being, contamination control, and operational efficiency, ensuring they can perform at their best.
• Inclusivity and diversity – Ensuring our stations are accessible and welcoming for a diverse workforce by incorporating modern amenities that support gender equality, mental health, and well-being.
To support the above the Authority is reviewing the current resting provision with a view to provide beds and resting chairs at all of our 38 fire stations.
The purpose of this market engagement process is to enable the Authority to establish the following:
– Is there is a sufficient supplier base to ensure robust competition
– What is the appetite in the market for the provision of the required goods
– How attractive to suppliers is the proposed package being procured
– What is the estimated price range
The publication of this Notice in no way commits the Authority to commence any subsequent procurement exercise or award any contract. The Authority reserves the right not to proceed with the planned procurement process at any time.

Engagement process description
In order for the Authority to gain a better understanding of the market and to assist the Authority in making an informed decision regarding the future procurement opportunity we ask that you take the time and respond to the questions below by 16:00 Friday 5th June 2026. Please kindly respond to the Procurement Team by emailing procurement@wmfs.net
Q1. There is a requirement for single foldable beds and mattresses to be used on a rotational basis by firefighters on different shifts, therefore the mattresses must be covered in an easy cleanable material. Please provide details/links to suitable beds (maximum of 3)
Q2. The initial requirement is for approximately 320 beds and mattresses. Please provide details of pricing and lead times also for an on-going supply of replacements in small quantities. Mattresses and bed frames may be required separately.
Q3. Please provide details of cleaning and maintenance of the beds and mattresses detailed above, this should include:
a) daily after use
b) regular deep clean
Please also state whether you provide service B.
Q4. There is a requirement to replace existing reclining chairs (similar to Parker Knoll Norton) which are no longer fit for purpose, with a chair suitable for resting after a stressful incident, watching TV and general downtime.
The single seat chairs must have a commercial warranty, should be built to last and covered in a cleanable, hard-wearing material that does not snag or rip.
Please provide details/links to suitable chairs. Details should include an expected life of the chairs. (maximum of 3)
Q5. The initial requirement is for between 300 to 500 chairs. Please provide details of pricing and lead times also for an on-going supply for replacements in small quantities.
