Magnox Limited is currently preparing to initiate a procurement process for the decommissioning and demolition of the British Experimental Pile 0 (BEPO) reactor at Harwell, Oxfordshire.

Magnox wishes to carry out pre-market engagement with interested suppliers to investigate the current market capabilities and gain knowledge about existing and future products and techniques which may assist informing Magnox in the development of the sourcing strategy and any subsequent tender documentation.

II.2.4) Description of the procurement
Harwell BEPO Decommissioning Programme
The end state objective of this programme is to decommission and demolish the BEPO reactor and Hangar 10 Complex and to remove all underground liabilities from the land they occupy.
The Harwell BEPO Decommissioning Programme is comprised of two main Projects running in tandem: BEPO Reactor Project and BEPO Ancillary Project. Magnox is seeking early engagement with suppliers on how they can support Delivery of the BEPO Reactor scope of works.

BEPO was shut down in 1968, and has subsequently undergone Stage 1 and Stage 2 decommissioning as defined by the International Atomic Agency (IAEA).
Further decommissioning took place in 1993/94 and 2000 after which BEPO was left in a Care and Maintenance (C&M) state as a category 3 facility.

BEPO Reactor Project
To complete the Stage 3 decommissioning (as defined by the International Atomic Agency (IAEA), comprising the removal of the reactor and sub-structures immediately under the footprint of the reactor, the following will be required:
Design and Build
This phase will develop the output of the Concept and Scheme phase, producing the Detailed Design specifications for the Process Plant & Equipment (PP&E) to deliver the scope of works.
It is proposed that this stage will comprise several elements including:
• Detailed Design
• Manufacturing assembly.
• Factory testing.
• Mobilisation of welfare, offices, and temporary storage.
• Install and Commission of the PP&E.
• Removal of the Thermal column.
• Training of operations team.

Decommissioning Operations
The bulk removal of graphite from the reactor, processing and packaging into the designated waste pack for onward transport and storage.
• Mobilisation and training of operations contractor.
• Removal, characterisation, processing, and packaging of BEPO graphite, and shut down & control rods.
• Annealing of graphite.
• Characterisation, size reduction and removal of steel plates surrounding the pile.
• Processing and packaging of waste for interim storage or disposal.
• Reseal reactor.
• Demobilise redundant PP&E and package for waste disposal.

Demolition
The removal of the BEPO bio-shield that contained the reactor pile and associated underground structures. This phase also includes the Hangar 10 demolition and ground remediation.
• Removal of the external cladding of the reactor.
• Characterisation & demolition of the bio-shield & substructures and removal of mortuary tubes.
• Hangar 10 Pre-Works surveys and characterisation.
• Hangar 10 Final & confirmatory asbestos surveys and removal.
• Demolition of Hangar 10 and office complex.
• Remediate land and underground features and reinstate land.
• Processing, packaging, and disposal of waste.

It is proposed to package works as 3 main contracts:
– CR1 Design and Build
– CR2 Decommissioning Operations
– CR3 Demolition

Magnox is considering its strategy for the procurement of the works, and this call for market engagement provides both an opportunity for the supply chain to find out more about Magnox’s requirements and for Magnox to learn more about the supply chain and its skills and experience to deliver on these requirements.

Magnox will be holding a preliminary market engagement webinar at 10:00 on 5 October 2022. Companies are invited to register for the webinar through the Atamis Message Centre confirming the names of proposed attendees. Registration closes at 17:00 on 30 September 2022.

The Key outcomes from this preliminary market engagement are:
1. Feedback on the proposed contract delivery approach
2. Understand whether the market can deliver the scope of works
3. Understand level of supplier interest in tendering for the works
4. Information on how the suppliers can contribute to Social Value

These outcomes will be reflected in a questionnaire which is held in Atamis. The questionnaire is provided in advance of the webinar for information and Magnox asks that you respond to the questionnaire via Atamis following the event. The closing date and time for responses is 17:00 on 21 October 2022.

Attendance at the supply chain engagement webinar is not a pre-requisite for being able to submit a tender against any subsequent procurements in relation to this preliminary market engagement. If you are unable to attend the preliminary market engagement webinar, the information pack, along with slides and Q&A will be made available. To facilitate further supply chain engagement Magnox will also share a list of all those companies that attended the webinar after the event.

Please note that this Notice and the preliminary market engagement webinar are in advance of the main competition Contract Notice when the ITT documentation will be made available. There are no ITT documents available with this PIN and suppliers do not need to complete a Selection Questionnaire. Magnox is however looking for feedback from potential suppliers and it invites you to respond to some key questions that will help inform the development of the sourcing strategy and any subsequent tender documentation. These key questions are available on Atamis (access as detailed above) and suppliers are to submit their responses to the questions via Atamis. This will ensure that the requirements are effectively met and delivered in a strategy that meets market capabilities and requirements. It also provides procurement awareness for suppliers regarding these requirements. Any information gathered through this market consultation exercise may inform internal business planning and any possible subsequent procurement process and will NOT be appraised in any future tender evaluation exercise. Interested parties who choose to participate in the preliminary market consultation do so at their own cost and expense. Magnox shall not be liable for any such costs or expenses under any circumstances.
