Research services. The Army has formed a Centre for Historical Analysis and Conflict Research (CHACR) to act as an independent conceptual think-tank, as a focus within the Army for the conceptual component of fighting power and to provide a hub for research and academic networking and for the development of soldier-scholars. Consisting of a small core staff of civilians and military, with links into academia and recent military and operational experience, it is to be a capability that is also able to contribute to the Army’s force development programme. The CHACR is based at the Former Army Staff College (FASC), Camberley and is to:
a. Conduct systematic examination of past and current operations to inform future force development and feed experimentation;
b. Challenge constructively conventional wisdom and explore new avenues of enquiry, encourage independent and innovative thought;
c. Excite, educate, inform and influence military, academic and relevant audiences both internally and externally;
d. Provide a stimulus to tap the experience and intelligence of young and middle ranking officers (and soldiers) who can exercise independent, innovative thought, and who should be encouraged to ‘speak out of turn’ – leading to the encouragement of a new breed of soldier scholars who want to pursue greater opportunities to undertake education to inform our doctrinal development, our approach to requirement setting and procurement, and to influence perception of the Army;
e. Act as a focused link to academia, strategic studies institutes and think tanks.
Through the placement of a 3 year service contract (with potential option years of 1+1) the intent is to create an organisation that establishes a reputation for academic excellence and whose views and opinions are respected, and, where appropriate, further advocated by third parties for the benefit of the Army. The CHACR’s mission is to: conduct and sponsor research and analysis into the enduring nature and changing character of conflict on land; and to be the active hub for scholarship and debate within the Army; in order to develop and sustain the Army’s conceptual component of fighting power. The scope of the contract will include the provision of leadership, academic and technical support and the embedding of Army personnel in order for CHACR to meet its mission and deliver all of the necessary outputs.
