Short description of the contract or purchase(s): Defence services. Research services. R&D activities relating to detection and identification of Biological Warfare (BW) agents through use of relevant science and technology Capabilities. The R&D activities will be varied in nature and range from fundamental research through applied R&D activities including rapid prototyping, and actual prototyping.
The activities will include, but are not limited to, the design and development of optical detection instruments, micro-fluidics, sample processing, handling of ACDP class 1-3 biological agents (see Table 9 for definitions), aerobiology and applying systems understanding. Additionally, the activities will include generation of knowledge, integration of interdisciplinary scientific concepts and transfer of knowledge in the field of BW detection and identification, to the Authority
For the Authority to fulfil many of the requirements for its R&D programmes in the area of BW detection and identification, it needs to engage with an industrial (including academic ) organisation that offers supporting and complimentary S&T capabilities, and is able to undertake types of R&D activities mentioned above.
The S&T capabilities being sought are:
Aerobiology of ACDP II and III microorganisms and toxins
Analysis of micro-organisms in environmental and clinical samples
Chemical and Biochemical functionalisation of sensor surfaces
Spectroscopic characterisation of biological aerosol particles
Micro- and millifluidics for complex sample analysis
Engineering and computing
Complex data analysis for integrated systems
Development of bioaerosol collection systems
Tender Documents will be issued on receipt of Expression of Interest.
A Bidders Conference is planned for 10.9.2014 for Suppliers expressing an interest.
In the event that no single qualifying Tenderer with 6 S&T Capabilities is found then the Authority reserves the right to consider placing a separate contract for each Capability to the Tenderer who scored highest for each Capability.
