Short description of the contract or purchase(s): Marketing services. The Ministry of Defence has a requirement for a Merchandising Services Contractor to act on behalf of the Ministry of Defence (the Licensor) on a non-exclusive basis to develop a Licensing Programme comprising licensing opportunities, negotiate licence agreements with licensees, manage the licensees and licence agreements for the exploitation of Armed Forces Brands comprising The Royal Navy, The Army and the Royal Air Force (the ‘Property’) and specified sub-units thereof. The requirement is to protect the Property from inappropriate exploitation and increase awareness of the Armed Forces. The Property is protected through the medium of trademark law and/ or Crown copyright protections, supported by licensing the commercial sector to use the Property on products, placing them in such a way as to increase brand awareness and thus, complement other public relations activity. The Merchandising Services Contractor will be required to continue to protect the Property and use the Licensing Programme as a communication channel with the following objectives: a. Spread brand awareness; targeting audiences which would not otherwise come into contact with the Armed Forces, in particular youth. b. Enhancement of image and reputation; through appropriate products that represent the Armed Forces ethos and values. c. Continue to develop a trading reputation. d. Generate revenue.
