4. Description: The Awarding Authority currently procures Cost Estimating services through existing arrangements, which are due to expire at the end of 2026. Heathrow is reviewing its future operating model to ensure continued access to high-quality Cost Estimating, Cost Assurance and Benchmarking capability across both the H8 Programme and the future Expansion Programme.
As part of this review, Heathrow is considering a new NEC4 Professional Services Contract framework structure, with separate Call-off arrangements for distinct service areas. The proposed model is intended to promote specialist expertise, resilience, clear accountability and improved commercial outcomes across the estimating, assurance and benchmarking functions.
A key feature of the emerging approach is the separation of the Benchmarking & Data function from the Cost Estimating & Assurance function. Under this model, the Cost Estimating & Assurance suppliers would remain responsible for producing, validating and assuring estimates, while the Benchmarking & Data function would independently develop and maintain the benchmarking evidence base, cost intelligence and data outputs used to support challenge, validation and continuous improvement.
Heathrow is seeking market feedback to
help inform the final procurement strategy,
including the proposed Lot structure
the scope boundaries between each service area, and
the most appropriate commercial and delivery model.
