II.1.4) Short description
This Tender Notice outlines the Authority’s intent to competitively assess, select and award a contract to deliver Light Mobility Vehicle(s) (LMV) and associated support services.
The LMV programme is expected to deliver a range of vehicles, including the provision of a wheeled utility platform designed to modernise capabilities currently fulfilled by legacy fleets such as Land Rover and Pinzgauer. The programme will utilise a common base platform to support a variety of warfighting roles across the Joint Force, enhancing interoperability, flexibility, and operational effectiveness.
The Contract will include an initial vehicle purchase with options to support future operational requirements, fleet growth and replacement needs vehicles with the ability to increase the vehicle fleet to in excess of 9,500. This flexibility will enable the Authority to respond to evolving operational requirements and technology changes.
The LMV programme will require a Common Base Platform (CBP) which will be used to deliver 9 vehicle variants:

Tactical Mobility Vehicle (TMV)
Utility Vehicle (UV)
Enhance Protection Vehicle (EPV)

The contract shall also include the ability for the Authority to utilise Post Design Services (PDS) for the ongoing development of the Vehicle variants to ensure that they continue to provide optimal performance as technology develops and matures. The Authority may utilise PDS as one of the measures it uses to mitigate the risks outlined in the Description of risks to contract performance section of this tender notice.
In addition, the contract shall encompass the provision of a support solution, which may include but not be limited to maintenance, repair, and logistics support to sustain operational availability throughout the lifecycle of the vehicles. This support solution may be scalable and adaptable to meet the varying demands of the different vehicle variants and operational environments.
A Training element will be included in the requirement to ensure that personnel are fully equipped to operate, maintain, and support the LMV variants effectively.
The primary delivery location will be the United Kingdom. The support solution must be capable of providing support services worldwide.

The Authority will conduct this procurement using the Competitive Flexible Procedure under the Procurement Act 2023.
The Procurement will be made up of the following stages:
Procurement Stages
Stage 1: PSQs
The Procurement Specific Questionnaire (PSQ) Stage commences with the publication of this UK4 Tender Notice. The PSQ questions and assessment methodology are set out in the PSQ Guidance document which can be found on the DSP. The PSQ will act as a down select of Tenderers, where up to 7 (seven) tenderers who achieve the highest scores will be invited to proceed to the next stage of the tender process.
Tender Stages
Stage 2(a): Limited Dialogue
The Tenderers down selected at the PSQ stage will be issued with an Initial draft of the ITT, the draft will include Contractual Terms and Conditions, DEFFORM47, ITT Evaluation questions, Evaluation Methodology & Criteria. Limited dialogue will follow and will be confined to specific areas which will be communicated to Tenderers with the issue of the draft ITT.
Stage 2(b): Vehicle Trials
This stage will run concurrently with Stage 2(a) Limited Dialogue. Down selected Tenderers will be invited to partake in Vehicle Trials based in the UK with full details and evaluation criteria issued within the draft ITT. It is proposed that Tenderers that fail the trials will be notified immediately and eliminated at this stage and will not participate any further in the LMV procurement. Whilst the final ITT will not be issued until after finalisation of the limited dialogue stage, the Authority confirms that the details of the Cardinal Points Specifications that are to be trialled issued in the draft ITT are final. Assessment criteria and evaluation methodology in respect of the vehicle trials only will be fixed and will not form part of the limited dialogue stage.
Stage 3: ITT Paper based Assessment
Tenderers will be issued with the finalised Tender pack incorporating any changes post the limited dialogue stage. Tenderers will be invited to submit their Tenders. The Tenders will be evaluated in accordance with the assessment criteria and methodology set out in the DEFFORM47 to identify the Most Advantageous Tender (MAT).
Stage 4: Award Stage
Subject to final Authority approvals, and a mandatory standstill period, the Tenderer offering the MAT will be awarded the Contract.
A summary of the award criteria is provided within this notice and will be fully explained in Tender Evaluation section of the DEFFORM47, which will be published in the DSP, with the ITT.
The Authority reserves the right to amend & refine the award criteria before and during the Tender period in accordance with section 24 of the Procurement Act 2023.
The Authority reserves the right to amend the procurement, where such amendment would not be substantial, as follows, including and not limited to;
• amendments to the tender documents which may provide clarification
• refining the specification as the competitive flexible procedure progresses
• reducing timescales.
If any amendments are made, the Authority will consider whether any applicable tender deadlines should be revised, and whether any tender documents or notices need to be re-issued.

Risk details
The contracting authority reserves the right to modify the contract in reliance on Schedule 8 paragraph 5 of the Procurement Act 2023 where the contracting authority considers that a “known risk” has arisen. A “known risk” is a risk which could jeopardise the satisfactory performance of the contract but because of the nature of the risk it could not be addressed in the contract as awarded. The following risks have been identified as known risks:
• Integration of emerging technologies, capabilities or equipment not yet fully developed or defined at contract award but required to maintain operational effectiveness, interoperability or compliance with Defence requirements.
• Evolving geopolitical conditions, shifting Defence priorities, or changes in the nature of conflict may cause increases to operational demand resulting in requirements for additional vehicles, services, support, training, spares or associated equipment beyond the quantities and options included within the Contract.
• Changes to Defence policy, legislation, regulation, safety, environmental or cybersecurity requirements requiring vehicle, support or service modifications.
• Changes to operational threat environments requiring enhancements to vehicle protection, survivability, communications, electronic architectures or mission systems.
• Obsolescence, unavailability or export control restrictions affecting components, subsystems, software or materials requiring replacement solutions.
• New interoperability requirements arising from integration with Defence, NATO or allied systems, networks, equipment or platforms.
• Changes to fleet composition, vehicle variants or role-specific configurations required to meet evolving operational needs.
The Authority cannot reasonably determine the precise scope, timing or value of any modification arising from these risks at the time of publication of this Tender Notice. These known risks are provided in accordance with the transparency objectives of the Procurement Act 2023 and may give rise to modifications undertaken in accordance with the provisions of the Procurement Act 2023 and the terms of the Contract.
