The Naval Ship Support RFA Availability Team has a requirement for the supply of treatment chemicals, test kits and injection systems for diesel propulsion systems, steam generation, auxiliary equipment, and all hotel service systems hygiene in the ships of the RFA Flotilla and HMS Scott, together with associated technical support and training of ships staff during scheduled visits to platforms when in UK.
A one-year extension option of the existing CSS/0121 Contract is currently delivered by Aquamarine Chemicals, a Division of Bayer-Wood Technologies Limited.

The works, supplies or services can be provided only by a particular economic operator for the following reason:
absence of competition for technical reasons
3.Explanation
Please explain in a clear and comprehensive manner why the award of the contract without prior publication in the Official Journal of the European Union
is lawful, by stating the relevant facts and, as appropriate, the conclusions of law in accordance with the directive:
A previous lack of interest in the requirement would indicate that Aquamarine Chemicals are the only UK-based supplier in operation with the infrastructure in place to deliver the required level of service in the UK. Companies who had shown interest in the previous contract are now either no longer in operation or have been subsumed into other companies, with no UK-based offices.
The potential extension of the existing Contract CSS/0121 for a further additional one-year period with Aquamarine Chemicals will deliver continued supply of essential chemical products and analytical support to RFA Platforms and HMS Scott, ensuring business continuity until interest in the requirement is again tested via the relevant procurement procedures in FY 23/24 for anticipated contract award in April 2024. This is Subject to Contract.
