The Defence Rented Accommodation Programme (DRAP) is intended to replace the existing Rented Living Accommodation Project (RLAP) upon its expiry, ensuring continuity of Substitute Service Family Accommodation (SSFA) and Substitute Service Single Accommodation (SSSA) across the UK.
The contract is designed to provide suitable, timely, and compliant accommodation where insufficient Service Family Accommodation (SFA) or Single Living Accommodation (SLA) exists, ensuring operational effectiveness and supporting the wellbeing of Service personnel. DRAP must deliver accommodation that meets JSP 464 condition standards, is fit for purpose, and is statutorily and mandatorily compliant. Properties must be located within agreed distance or travel time parameters of duty stations and aligned with Service personnel entitlements.
The contractor will be required to source accommodation to meet required-by dates, offer appropriate choice (including viewings for SSFA), and provide temporary accommodation where necessary to prevent any accommodation gaps.

Engagement process description
The Defence Infrastructure Organisation (DIO) is undertaking early market engagement activities in support of the forthcoming Defence Rentals Accommodation Project (DRAP) procurement. DRAP will deliver a future service for the provision and management of Substitute Service Family Accommodation (SSFA) and Substitute Single Service Accommodation (SSSA), ensuring that Service Personnel continue to receive accommodation that meets the required policy standards.
As part of this engagement, the Authority will host a virtual Early Market Engagement (EME) seminar on 2nd June 2026 at 1300 running until 1600.
The purpose of the seminar is to provide prospective suppliers with an overview of the requirement, outline the proposed commercial and procurement approach, and seek initial market feedback to help shape the final tender.
