The Networked Fire Safety Partnership (NFSP) are using this Prior Information Notice to conduct a market engagement to request feedback on a list of mandatory requirements for a Command and Control solution in the expectation of undertaking a procurement exercise for these requirements. This will enable NFSP to approach the market with confidence in ensuring adequate competition when procuring the Command and Control Solution.
The NFSP comprises the following organisations: Devon & Somerset Fire & Rescue Authority, Dorset & Wiltshire Fire & Rescue Authority and Hampshire & Isle of White Fire & Rescue Authority. Additionally, Kent Fire and Rescue Service will form party to this exercise and any subsequent procurement activity.
This Prior Information Notice is to invite suppliers to be part of the supplier engagement for this procurement.
Following publication of this Notice, responses to this market engagement exercise must be received by Monday 5th December 2022.

The Networked Fire Safety Partnership (NFSP) are using this Prior Information Notice to conduct a market engagement to request feedback on a list of mandatory requirements for a Command and Control solution in the expectation of undertaking a procurement exercise for these requirements. This will enable NFSP to approach the market with confidence in ensuring adequate competition when procuring the Command and Control Solution.

Additionally, Kent Fire and Rescue Service will be party to this exercise and will form part of the scope of any subsequent procurement.
This Prior Information Notice is to invite suppliers to be part of the supplier engagement for this procurement.
The estimated value of the contract will be provided in the Contract Notice. It is estimated that any subsequent procurement activity shall occur in early 2023.
The Command and Control Solution includes two key elements: (1) Computer Aided Dispatch (CAD) and (2) Integrated Communications Control System (ICCS). CAD and ICCS are fundamental elements of the Command and Control Mobilising System (CCMS) which will handle operations such as management of telephony and radio calls to dispatch of resources, incident management, records management, provision of full audit log and support for mobilised resources.
NFSP is seeking to view current ICCS and CAD systems available and ask for interest from the market to feedback on the requirements that will form part of a pass/fail scoring element to any procurement of these requirements.
It is anticipated that the contract will be awarded by the middle of 2023 for an initial term of 5 years with the option to extend for a period as yet undecided. NFSP is considering its options in respect of route to market.

II.2.14) Additional information: In order to partake in this market engagement exercise, you must email procurement.clients@hants.gov.uk, stating your intention of obtaining further information for the NFSP Command and Control Solution requirements.
Once this email is received, you will be sent a word document which gives context to this exercise, along with an excel document that states the requirements of NFSP for this project.
In the word document, there will be 4 questions which require a response, and refer directly to the excel document of requirements.
Your response to all 4 questions shown within the word document must be sent to procurement.clients@hants.gov.uk either as a return of email or as a Word/PDF document attachment to the email.
Following publication of this Notice, responses to this market engagement exercise must be received by Monday 5th December 2022.
