Construction of a new divisional headquarters for the Jamaica Constabulary Force (JCF)
The Ministry of National Security (MNS) seeks to construct a new building at Llandilo Pen, Westmoreland to house the Westmoreland divisional HQ of the Jamaica Constabulary Force (JCF). Presently its service area has a population of approximately 23,000.
The proposed building is a 3-storey, reinforced concrete structure of some 35,000 sq. ft. on a 5-acre site.
The facility will provide accommodation for a number of uniformed and civilian personnel involved in divisional command and administration, citizen and community engagement (reception, outreach, and response), investigations, intelligence, traffic policing, routine local and divisional deployments, addressing of domestic violence and child abuse cases, demand-driven special operations, and user-fee services.
As such it will comprise of individual and group offices, meeting rooms, reception areas, and open and restricted meeting and interview rooms. Its establishment as a discrete entity will bring a sense of sustained stability to the area through an enhanced, felt presence and renewed emphasis on citizen engagement. This should contribute to improved public safety in all its representations.
The work will involve:
excavation and associated works
construction of new walls (steel works, concrete and block laying, wall tiles, rendering and painting)
installation of windows and doors, internal drywall partitions, flooring (tiling and rendering), roofing, and other metal fabrication
installation of electrical, HVAC, plumbing, sanitary, and drainage systems
elevator
sewage treatment plant
standby power plant
cabling infrastructure to support internet, telephone, UPS, HDTV, CCTV and electronic access control
fire protection
boundary walls, paved driveway, parking lot, guard house, walkways and metal sliding gates.
The expected construction period is 24 months.
