Provision of NATO communication infrastructure contractor logistics support.
The reference for the Invitation for Bid is IFB-CO-115751-NCI CLS, and all correspondence concerning this IFB should reference this number.
For the purpose of planning, the estimated cost for the services and deliverables included within the basic scope of the intended contract is 6,000,000.00 EUR for a one-year base period and 6,000,000.00 EUR for each option period (12 months) when/if exercised for a total of 36,000,000.00 EUR for 6 years. There is no bid guarantee for this requirement.
The NCI Agency will use International Competitive Bidding (ICB) procedures for this procurement with a bidding methodology of award to lowest price technically compliant. The successful bid pursuant to the IFB will be that bid which is the lowest price and technically compliant in accordance with the evaluation criteria prescribed in the IFB.
The contract resulting from the IFB will be a single award, firm fixed price (FFP) contract for contractor logistics support services required to operate and maintain the existing NCI project hardware products; as well as, software and their associated annual licence used in NATO networks to enhance monitoring and management capabilities.
The formal IFB is anticipated to be issued in the fourth quarter, Q4, 2022 with an anticipated bid closing in the first quarter, Q1, 2023 and contract award by the second quarter, Q2, 2023.
Bidders will be required to declare a bid validity of 6 months from the closing date for receipt of bids. Should the selection and award procedure exceed the bid closing date by more than 6 months, firms will be requested to voluntarily extend the validity of their bids. Bidders may decline to do so, withdraw their bid and excuse themselves from the bidding process without penalty.
National responsible authorities are kindly requested that the NCI Agency be provided with declarations of eligibility no later than 22 August 2022 of qualified and certified firms, which are interested in bidding for this project.
National Authorities are advised that the IFB Package will be NATO UNCLASSIFIED.
Requirements
Introduction
The NATO Communications and Information Agency (NCI Agency) is responsible for the in-service support of major NATO Communications and Information Systems. The NATO Communications Infrastructure (NCI) contractor logistics support (CLS) service is under the management and monitoring of NATO Services and IT Infrastructure (NSII) Service Line (SL).
Background
NCI describes the network communication infrastructure for data and voice services, which are running over the NATO MPLS infrastructure, enabling NATO Enterprise Services.
NCI CLS shall address the integration of logistic and service support functions, in support to the operational requirements of NCI, enabling its availability and resiliency for hardware, software and licence maintenance and support.
Scope
The NCI CLS contractor shall initiate, integrate, update, migrate and/or replace any existing support contracts and services already provided to the purchaser for the scope of NCI, without impacting or affecting existing service operations support levels from respective vendors.
The NCI CLS contractor shall enable the capability to monitor, manage, troubleshoot, automate and optimise the NCI network via the DSMS (Domain Specific Management System).
The NCI CLS contractor shall support NCI supporting resources with training, expertise and knowledge transfer and consultancy.
The NCI CLS contractor shall cover all the licence requirements of the tools, embedded hardware, vendor hardware, and any other licence that is required to operate the NCI network.

The contractor shall provide yearly Cisco SmartNet contracts, HP and Dell Support Packs and required annual licence renewals.
The contractor shall provide yearly support contracts and annual licence renewals for software.
