II.2.4) Description of the procurement:
The Council seeks to award one contract for the provision of Advice Services to Cardiff residents.
Cardiff Council wishes to commission an Advice Partner to complement the work of the in house advice team.
Bids for the contract are welcome from single providers, consortia or by a lead provider with subcontractors.
Bidders must note that some of the generalist advice provided under the contract will in future be provided in house by the Council’s Money Advice Team and that the funding provided under the contract will reduce on a phased basis as detailed in the tender documentation.
The new Advice Partner will be required to bid for other external funding to supplement the Council funding. There will be an opportunity for the Council to award further work under the contract should more funding become available for this purpose.
The Council will provide space within council buildings including both back office and customer facing accommodation in Central Library Hub.
The contract will be for 5 years with the option to extend for additional periods of up to 2 years, with the aim of giving the provider greater certainty and adding to sustainability.

List and brief description of conditions:The Council is undertaking an open procedure and will use a questionnaire to short-list providers that meet the Council’s minimum criteria for the contract to identify organisation whose tender submissions will be evaluated. The Council will evaluate an organisation’s ability to meet minimum selection criteria, such as but not limited to insurance levels, economic and financial standing, capacity and capability and experience. A recognised Advice Quality Standard is required.

Please note that this OJEU Notice and the commencement of the procurement process is subject to the satisfactory completion of the Contracting Authority’s call in period. It is anticipated that this will expire at midnight on 17.1.2017. Should the decision be called in then the Contracting Authority reserves its right to not award any or part of this contract and to abandon this procurement and will not be liable for any costs incurred.
Please note that Cardiff Council is the sole commissioner of this service which is provided for Cardiff residents only under this contract.
The Council’s view is that TUPE may apply to the award of a new contract for Advice Services. However, it should be noted that the Council, acting in its role as commissioner of the services, does not have a legal responsibility to determine whether TUPE applies in this procurement and bidders should take their own independent legal advice in relation to TUPE regarding this matter.
The Council welcomes bids from all tendering organisations including but not limited to consortia arrangements, lead contractors and sole traders. The proposed commencement date will be 1.4.2017.

Any contract award will be conditional on the Contract being approved in accordance with the Council’s internal procedures and the Council being generally able to proceed and will allow a standstill period of a minimum of 10 calendar days to elapse before sending confirmation of contract award to the successful Tenderers.
The Council reserves the right to award all, part or none of the business forming the subject matter of this procurement and to abandon, halt, pause, postpone this procurement at any time. Under no circumstances will the Council incur any liability (including, but not limited to, liability as to costs) in respect of this procurement exercise, the abandonment of the same, or any documentation issued as part of this procurement exercise.
