The UK Government has recently approved a £38.5 million programme of support to ‘Transforming rural WASH in Mozambique’.

The programme consists of two main components:

1) Support to the Government of Mozambique (GoM) to support the implementation of its national WASH programme (PRONASAR)

2) Technical support to be delivered by a Capacity Building Agent (CBA).

In addition, there is a requirement for a Fund Manager, which is the purpose of this Tender opportunity. The role of the Fund Manager will be to manage the flow of funds from DFID Mozambique (DFIDM) through to the appointed Water, Sanitation and Health (WASH) suppliers and contractors (selected by a procurement process following the Government of Mozambique’s (GoM) procurement rules).

These contractors will be selected, contracted and managed by the respective Managing and Executing Units in line with the GoM’s planned activities for each level.

The National Directorate of Water Supply and Sanitation (DNAAS) will procure and select the contractors for implementation at a central level and the Provincial Directorate of Public Works, housing and hydric resources – DPOPHRH (mainly through its Department of Water & Sanitation (DAS) will do so at a provincial level).

In addition, the Fund Manager will support DPOPHRH /DAS procurement capacity development in all Mozambican provinces (exc Zambezia and Nampula where the CBA is working) and will conduct periodic joint programmatic visits of ongoing works with DNAAS/DAS counterparts.
