II.2.4) Description of the procurement
The DDS has been extended to provide members of the Armed Forces community with attractive, relevant and substantial discounts from a wide range of organisations. A Defence Discount Scheme has been in existence for approximately 23 years. In 2012 the scheme was re-launched into its current format. It is the only MOD approved and endorsed discount scheme for the Armed Forces community. Contacting potential discount providers, negotiating the discounts and then communicating them to members of the Scheme will be the responsibility of the contractor, who will be expected to demonstrate ingenuity as well as novel and evolving methods of communication throughout the life of the contract in order to ensure that all discounts remain accessible, current and relevant to all members.
The Scheme must include the provision of a ‘hard’ copy brochure, an internet website and mobile device application, which may be complemented by other initiatives proposed by the Contractor, and approved by MOD.

III.1.4) Objective rules and criteria for participation
List and brief description of conditions of rules and criteria:As a minimum, the Scheme must include the provision of a ‘hard’ copy brochure, an internet website and mobile device application, which may be complemented by other initiatives proposed by the Contractor, and approved by MOD, such as the use of monthly email newsletters and social networking sites.
It will be essential for the Contractor to constantly develop methods of increasing participation by as many organizations as possible. The contractor to demonstrate evidence of recent community engagement and have a current track record of serving 100 000 or more customers and engagement with over 500 businesses.

III.2.2) Concession performance conditions:
The cards must be recognised and accepted by companies offering discounts within the DDS.
The operator must establish and operate a system of verification to provide a reasonable level of confidence that applicants are eligible to join the scheme. While the MOD will co-operate in developing the system of verification and will wish to conduct ad-hoc checks, it will not routinely assist in operating the verification regime.
The operator must process the personal information of applicants in accordance with the Data Protection Principles contained in the Data Protection Act 1998.

**Please note this requirement is being advertised in accordance with Regulation 31 (3) of The Concession Contracts Regulations 2016 as a Prior Information Notice (PIN) as opposed to a Contract Notice as this is a Schedule 3 requirement. Interested parties should express their interest with relevant evidence provided to DefComrclCC-HOCS3a1@mod.uk by midnight on the 4.1.2017. Thereafter a further down-selection may be required and interested suppliers will be invited to tender based on capability and if required this further down selection.
