Reason for Award: For technical reasons and for protection of exclusive rights. The Services can only be provided by the stated company. Thales UK Ltd is the Design Authority for the Chinook Cockpit system and the only organisation with the required technology to meet the requirement. It is also technically impractical for a candidate other than the stated company to achieve the required goals. Thales UK are the only operator who have the specific know-how and tools necessary to appropriately de-risk capability integration for the Chinook Cockpit system to the degree of confidence required.
Justification For Non-Competitive Decision: The Authority will award this contract using the Negotiated Procedure without Prior Publication pursuant to Article 28(1)(e) of Directive 2009/81/EC (Regulation 16.-(1)(a)(ii) of DSPCR 2011), however the requirement is excluded under DSPCR 2011 Regulation 7(i)(l) as it is classed as Research and Development activity (experimental development.)
