The new Academy campus for North Durham, opened to students in 2013. This visionary project has created an inspiring, flexible learning environment for students and provide superb facilities for the local community. All facilities meet very high standards in environmental sustainability and have been built using the latest technologies and materials available. The new iconic campus reflects the Academy’s ambition to be the leading provider of education in the area, with a bold design encompassing a wide and modern curriculum. High quality learning facilities will promote the best quality learning experience for students. The building design incorporates high aspirations for students, staff and the local area.

II.2.4) Description of the procurement:
An exciting, brand new facility for the community of Consett opened in September 2015. The new joint Consett Academy and Consett Leisure Centre is a fantastic and innovative building to inspire the whole community into active living and learning. 44 000 000 GBP has been invested in this major regeneration project and the state of the art features and shared facilities will make it a great new community resource. The facility offers a full range of indoor sports and outside the centre there are full rugby and football artificial turf pitches plus a number of floodlit multi-use games areas for netball, football, basketball and the like.
The tender project is seeking to appoint a Contractor whose initiative and innovation will be welcomed for the provision of cleaning services within the facilities for both North Durham and Consett Academies. The high quality service levels proposed, should maintain excellent standards throughout, resulting in a pleasant environment for both the students and staff.
The basis and rationale that the Client requires the successful contractor to operate to at all times, is being able to provide Academies that are fit for purpose and that the Contractor is proactive in the management of the contract, thus ensuring that all specifications are achieved and that the frequency of cleans is as detailed within the Tender Specification.
The contract being tendered is for three years in duration from 1.8.2017 until 31.7.2020 and will be fixed price in nature, with the Contractor invoicing the Client for one-twelfth of the annual cost on a monthly basis.
It should be noted that the successful contractor will be expected to bring to the contract: innovation; new equipment; and cleaning methods, with BICSc standards being achieved, as a minimum, thus ensuring that the highest levels of cleanliness are maintained in all areas at all times and also ensuring that the productivity of the cleaning operatives is enhanced moving forward into the new contract term.
At present cleaning operatives are employed at North Durham Academy and Consett Academy to work between the hours of 06:00-19:00, Monday to Friday, which includes Managers, day time Janitors and Team Leaders.
The value of the 2015 / 2016 contract at North Durham Academy was 149 790 GBP
The value of the 2015 / 2016 contract at Consett Academy was 134 420 GBP
Whilst the Academies prioritise value for money as a key objective of the Competitive Tender Process, the Governing body is not obliged to accept the lowest price.
The Academies’ objectives:
— To further increase the standards of cleanliness around all areas of the Academies.
— To receive a service that complies with the service standards.
— To receive consistently high quality cleaning standards.
— To generate an improved learning environment for all students, in all areas of the Academies.
— To receive improved management support for the cleaning staff.
— To hold regular review meetings with the successful contractor.
— To achieve overall value for money.
