Title:
Recommendations for improvements of police back office systems, culture and processes.
Context:
Through initial exploratory work, a number of areas have been identified by the Force Development Team. These are reducing the ability of the force to provide the service it works hard to achieve for the people of Hampshire and the Isle of Wight. These are largely focused on the interaction between users (front line officers and staff) and the core computer based systems the constabulary uses to manage business.
In the main these centre on the use of the Niche Record Managements System (RMS) and layers of administrative process and management. It is believed that these have adversely affected culture and behaviour of the users of the system without a clear understanding of how this would occur given the iterative nature of the development of the system within Hampshire.
Requirement
A good understanding of the modern requirements of the criminal justice system as a whole will be essential with alignment to the current Hampshire Constabulary objectives.
The bidder will be required to review and understand the current working systems (focusing on Niche RMS), being fully aware of the context and objectives within which they operate. A core part of this will be to engage fully with relevant sections of the workforce, across the constabulary in order to fully appreciate how their needs and requirements for effective, efficient and meaningful use of the system. The bidder will need to map and form an accurate picture of the current systems and the interdependencies between these, the system users and the interplay between culture and current working practice.
From this the bidder will form a series of recommendations which it is envisaged will form 9 main categories based on firm evidence obtained from research:
— Minor system based tweaks and improvements for marginal efficiency gains.
— Behavioural and cultural changes to current staff practices when interacting with the system.
— Wide ranging system wide strategic options for change and improvement based on the current policing context.
Next Steps
Hampshire Constabulary is preparing the tender for this opportunity and would like to gauge interest from the market. A bidders’ day will be held on the Tuesday 25.10.2016 to allow interested suppliers to gain better insight into the requirements and for the Constabulary to better understand the market.
