II.2.4) Description of the procurement
ISR DT& DIO are seeking expressions of interest from companies/consortia to design and deliver a Low Light Test Facility for Electro Optical sensors ideally comprising a self-contained building with a 100mx40m test range, control room, storage, offices and rest room. It must be able to simulate spectrally correct natural light over a range of luminance levels accurately and consistently with temporal and spatial stability. Final location is to be determined but accessible by DSTL Porton Down, SP4 0JQ. There will be a maintenance requirement for 10 years. Whilst Construction of a building would meet the Authority’s requirements, other approaches such as using facilities already in place at a contractor’s premises would be considered and will inform the decision-making process. The requirement is undergoing formal Approval processes. Early engagement with industry will inform the Business Case and Procurement options. Value is estimated at 5 421 000 GBP (incl. VAT) for delivery and support.
