The Office of the Police & Crime Commissioner (OPCC) invites interest from suitably qualified providers to manage the Integrated Offender Management (IOM) programme from 1.4.2017 for a period of 4 years. The value of the Contract is in the region of 800 000 GBP over the life of the contract.
The IOM cohort has increased since the introduction of the Offender Rehabilitation Act 2014. The following illustrates the number of IOM clients captured by the current provider over the past 12 months:

The average length of time a client is worked with is 6 to 9 months.
IOM brings a multi agency response to crime and reoffending threats faced by local communities, by managing persistent and problematic offenders. These offenders are identified jointly by partner agencies and include the use of a pre determined criteria. This service aims to provide specific specialised interventions to IOM offenders.
The principal objectives of the service are to reduce crime and re-offending, and engage substance misusing IOM offenders with appropriate support at the earliest opportunity. The service should provide the right interventions to the right individuals at the right time.
The OPCC will be hosting a supplier briefing session in Winchester on 29 September 2016 for those wishing to find out more about this opportunity.

Contract Award will take place by end of the year to ensure a three month mobilisation period before commencement on 1 April 2017.
