Section II: Contract Details
2.1 Title: FCDT Gospel Hall Project
2.2 Description of the goods or services required: The purpose of the invitation to tender is to secure design team services to work with the Trust to complete the Gospel Hall Project, which aims to extend and refurbish the Gospel Hall in line with the initial scoping document. The Trust will require that:• the design team will provide a full range of services (RIBA Stages 1-7) including Architectural, Cost Consultancy, CDM Consultancy, Building Services Engineering, Structural /Civil Engineering, and specialist advice such as sustainability;• the architect will act as the lead consultant;• the design team will provide an analysis of sustainable options for the project including the assessment of capital costs and running costs for the following:o passive fabric first measures for the building repair and upgrading ( increased insulation, new double glazing suitable for conservation area, improved airtightness, etc;o renewable energy options to reduce primary energy requirements including the consideration of photovoltaic panels, ground source heat pump and air source heat options; ando a service engineer to provide advice on the potential for the project to benefit from energy saving schemes.The Design Team appointment will be broken into phases with break clauses in between as follows:• RIBA Stage 1 Preparation and Brief – Stage 2 Concept Design including pre-application discussions with statutory authorities, and cost plan of sufficient detail to satisfy Big Lottery Fund Community Assets Programme requirements;o Break clause – continuation of appointment on confirmation of capital funding.• RIBA Stage 3 Developed Design – RIBA Stage 4 Technical Design, including construction tender;o Break clause – continuation of appointment on confirmation of construction tender costs with capital funders; and• RIBA Stage 5 Construction – Stage 7 In Use.NOTE: To register your interest in this notice and obtain any additional information please visit the Public Contracts Scotland Web Site at

2.4 Total quantity or scope of tender: An initial budget assessment of capital costs for the extension and refurbishment of the Gospel Hall has been calculated by quantity surveyors, McCue and Porter. The total cost is estimated to be £245,857. This estimation includes funds to cover full replacement of the roof, external and internal all finishes, new doors, windows and underfloor heating throughout, creation of new toilets and a small extension to the rear of the hall for a small kitchen, along with the ground works required to create a fully accessible facility.
