II.1.4) Short Description:
Hampshire County Council (HCC) seeks to understand through this Notice, the Electric Vehicle (EV) charging market and its various deployment models and options to support its future EV charging deployment activity. HCC owns 14 Electric Vehicle (EV) charging points around Hampshire and the Southern region and has a third party management contract in place for these points. There is pressure from the growth of the EV sales Nationally and in Hampshire to increase the wider charging point network to support this growth and ensure the transition from fossil fuel vehicles is supported within its and its public sector partners facilities. The benefits of providing EV charge points is supports the reduction of HCC’s carbon footprint, encourages EV conversion for its own vehicle fleet, ensure continued accessibility for EV drivers to visit and benefit from Hampshire’s public facing facilities, and continuation of revenue income from EV users which maintains income for its Cafe’s and shops.

II.2.4) Description of the procurement

HCC’s aspirations and requirements include:
— Develop in partnership with the market the identification of locations and suitability for charge point installations from the markets’ understanding of viability.
— Consider the option of the provision of electrical services to the charge point usage.
— Receive all management information and reporting of charge point hardware.
— Consider a self-financing deployment arrangement with no (or very minimal) capital investment from HCC.
— Enter into a long term income share arrangement for HCC to support its officer costs and further EV investment.
— Have flexibility with the market provider to deploy further charge points, both driven by the market provider and by HCC.
— Work with the market provider to promote publicity and awareness of all HCC charge point locations to EV users.
— Use the market providers’ intelligence to agree and inform charge rates and pricing models.
— Receive a full rebate for all energy used at charge points.
