4. Description: The awarding authority has secured a further award from the Heritage Lottery Fund to support works under this contract procurement. The building project aims to: Repair and conserve further elements of the remaining building fabric and finishes, Restore the structural fabric of the East wing of the Castle, offering the public access for the first time including the conservation/restoration of the historic kitchens; Provide improved exhibition space accessible by all, Improve internal access around parts of the building open to the public, Undertake conservation work to an internationally important collection of stained glass by providing a new conservation studio offering opportunities for training whilst the public view the work in progress; Enable the return of original furniture to the Castle currently held in storage by the V&A which contains Nationally significant pieces; Support the reinterpretation and redisplay the whole Castle significantly improving the visitors understanding of the story of the Grade 1 Castle and grounds; The works required to support these aims include internal and external construction, repair, conservation, provision of new and adapting existing building services works. Centred around the East or Penleaze Wing, the East Tower and Butlers Pantry, the scope of works includes activities such as : Site set up, temporary scaffolding, removal of scaffolding, Demolition of concrete roof to basement to form new escape route, Masonry repairs, conservation and cleaning, Structural supports and works to walls and floors – Boundary wall repair alongside the Tea Rooms, High level roof level refuge, Plasterwork, New floors and floor finishes, Provision of staircases , Repairs of walls to create lift shaft , New partitions, walls, doors, windows and ceilings, Insulation, Replacement of fire alarm system – Replacement / upgrade of intruder alarm system, Alteration and extension of existing underfloor heating system including provision of new heating systems, HVAC and environmental controls, Water heating, Formation of new sanitary accommodation, Provision of power distribution, lighting and emergency lighting, display lighting, Air conditioning and ventilation systems, Provision of passenger lifts, ICT and telecoms installations – Above and below ground internal and external drainage – Upgrading the existing gravel paths around the south elevations of the castle – Decorations – Other miscellaneous and supporting works The Council wishes to award a tender with a tender sum as close as possible to the budget and is seeking to appoint one main contractor to undertake the above works under one contract for works. At the time of tendering, there is no possibility of any additional funding being made available to increase the budget. Details of the Tender Assessment process therefore details how this pressure is to be dealt with as part of the tender process. Refer to paragraphs 54 to 57 inclusive of the ITT. The castle will remain open to the public for use throughout the contract period however – staff offices, volunteer rooms and shop will be relocated to enable the works – the castle closes to public access in January except for any weddings and events as set out in Appendix G Highcliffe Castle Schedule of Events and Activities – for the purposes of performing this contract areas of the castle where works are taking place will also be closed to public access and will have reduced levels of activities for other events and activities as set out in the tender documents The works have obtained a Listed Building Consent and planning approval.
