4. Description: Arden & Greater East Midland Commissioning Support Unit on behalf of NHS Hardwick Clinical Commissioning Group (the Commissioners) and East Midlands Ambulance Service require a suitable Service Provider to carry out an independent external ‘Strategic Demand, Capacity, Cost and Price Review’ to assess and make recommendations as to the future clinical delivery model, resourcing, cost and price model for the current Ambulance Service.

The main objective of this strategic review is to procure a Service Provider to present and deliver a recommendation report by the end of January 2017 which supports the design of a three year programme of work, for a clinically and financially safe and sustainable service for the patients of the East Midlands region, whilst recognising and adapting to the changing urgent and emergency care landscape.

This review will need to take into account the future strategies as defined by NHS England, Sustainability and Transformation Plans (STP) and current efficiency changes that EMAS are engaged in as part the work overseen by NHS Improvement.
