II.1.1) Title: Provision of a kerbside sort service for the collection and recycling of dry recyclables from households within the Lisburn and Castlereagh City Council area.

The service is required for the kerbside and back door collection, kerbside sort and recycling of dry recyclables from approximately 14 500 households within the Council area. House numbers are subject to change. Households receive a weekly collection service, are of varying house types and occupancy and of an urban/rural mix. Collected materials are required to be delivered and treated at an authorised and fully licensed waste facility, so as to maximise the quality and levels of materials recycled.

II.2.4) Description of the procurement
Kerbside Sort. The current service utilises a combination of 55 litre black and red kerbside boxes with lids. However, approximately 850 households use a Wheelie Box. triple stack unit. . The Wheelie Box comprises 3 boxes stacked on top of each other and mounted on a wheeled trolley frame. Approximate sizes of boxes — top box 45 litres, middle box 55 litres, bottom box 55 litres. Householders are required to sort their recyclables into the appropriate boxes. Indicative tonnages are given below. Tonnages are not guaranteed.. 2015/16 1 895 tonnes. 2016/17. 1 April to 30 Sept. 921 tonnes.

II.2.14) Additional information: Lisburn City Council and Castlereagh Borough Council merged on 1.4.2015 The Council is currently carrying out a comprehensive review of its service. The contract is therefore required to provide continuity of service provision. No changes to the current service are therefore being made at this time.

The anticipated contract start date will be 1.4.2017 for an initial period of one year with the option to extend by any period, or periods, up to a maximum of a further 2 years extension subject to review, satisfactory performance and continued need for the service. Dates are provisional and may be changed at the Council’s absolute discretion. Core collected materials are: Paper, Cardboard, Plastic Bottles, Mixed Plastics (Pots, Tubs and Trays), Glass Bottles and Jars, Aluminium Foil, Food and Drinks Cans, Aerosols, Beverage and Food Cartons, Tins and Cans, Textiles, Batteries and Hand Tools.
