Section V: Summary of Requirements / Description of Work
Summary of Requirements / Description of Work: Ships. The Fleet Solid Support (FSS) Ship Acquisition Project is currently in the Assessment Phase (AP1). As part of the commercial strategy the Authority is seeking to develop illustrative ship designs and cost estimates. As such the Authority is interested in entering discussions to better understand what COTS systems are available to be fitted on the vessels, along with associated RoM cost information that could potentially meet the FSS vessel?s requirements.
Ship Systems / Equipment of interest include the following:
a. Ship Power and propulsion system including:
i. Propulsors (propellers, pods, etc.), complete shaft line, propulsion power source (Engines, electric motors, hybrid motors, etc., emission reduction equipment. Possible arrangement is a twin shaft design, Circa 20MW Installed propulsion power.
ii. Electrical power generation. Possible requirement Circa 12MW Installed generation.
iii. Emergency Diesel Generator. Possible requirement Circa 1MW Installed generation.
b. Ship Stabilisation System (any type).
i. Forward Thruster (considering; Tunnel, Retractable azimuth, other). . Possible requirement Circa 2MW.
c. Ship HVAC Systems including; air handling / treatment plants (inc. ATEX rated units for Magazines), heaters, preheaters, coolers, air filtration units for CBRN, mechanical vent fans, smoke clearance fans and chilled water plant.
d. Ship Cargo Hold Refrigeration including; refrigeration machinery and insulation.
e. Ship Garbage management and disposal systems including incinerators.
f. Ship Ballast Water Treatment Plant.
g. Ship Firefighting & Damage Control System including; fixed and manual firefighting systems, aviation firefighting system, fire detection systems, etc..
h. Ship Integrated Platform Management System including; IPMS controllers, I/O modules, RTUs and operator consoles/workstations.
i. Ship Electrical Distribution Equipment including; switchboards, electrical distribution/load centres, transformers (Circa 3000kVA) and automatic and manual changeover switches.
j. Ship Degaussing System.
k. Ship Integrated Bridge System.
l. Ship Impressed Current Protection (ICCP) System.
m. Ship Galley.
n. Ship borne Aviation:
i. Aircraft handling and maintenance systems.
ii. Aircraft control systems including (air surveillance / traffic control radars, aircraft landing aids, etc.).
o. Ship Lifts (elevators) including; personnel and cargo lifts (including munition rated).
p. Ship Deck Cranes (munition rated, man riding, heave compensated, etc.).
q. Ship Mooring Equipment including; winches and anchoring equipment.
r. Ship Hull Side Ramp (suitable for material handling equipment, storing the vessel, etc.).
s. Ship Communications and Sensor fit including; satellite communications, tactical data link and an integrated communications system (including both internal and external comms.).
t. Ship Combat Management System.

b. You are invited to provide an indication with regard to which of the above ship systems you are interested in liaising with the Authority on with regard to providing technical information and RoM cost information. Please provide a point of contact in each case for the Authority to engage with.
Please note:
a. All systems and equipment should be compliant with Lloyds Naval Ship Rules and Regulations for the Classification of Naval Ships or UK military standards, plus relevant Statute requirements as approperate.
b. The Fleet Solid Support Ship Acquisition Project is currently in the early phase of development and all requirements and specifications are subject to change. Further detail of the current requirement will be provided in dialog with the Authority following response to this RFI.
c. This RFI and follow on discussions do not form part of any formal procurement procedure and no commitment to pursue any procurement activity is made at this stage or discussions with the Authority as a result of this RFI.
