Summary of Requirements / Description of Work: Scaffolding structures. The UK Ministry of Defence (MoD) has a requirement for the provision of an aircraft maintenance docking system for the UK RC135W (Airseeker) airframe.

The system shall be configured to provide a mobile structure to be positioned around the aircraft in a hangar environment. It will allow engineers to work safely for prolonged periods of time, giving access to key elevated areas of the aircraft for maintenance purposes and periodic inspections in accordance with United States Air Force (USAF) Technical Orders (TOs).

The docking system must be compliant with relevant regulations and legislation, and shall be assembled and acceptance tested at RAF Waddington, Lincolnshire. The requirement also encompasses through-life support of the docking system, which shall be will be provided for an initial five (5) years, possibly extending to the current Out of Service Date (OSD) of the platform in a number of agreed Options.

In order to carry out the docking system design, details of the aircraft have been provided in Invitation to Tender (ITT) documentation. As the UK RC135W aircraft was procured through an Foreign Military Sales (FMS) case, the aircraft data is subject to International Traffic in Arms
(ITAR) regulations. Under the current FMS and Memorandum of Understanding (MoU) arrangement, this will limit distribution of the data to appropriately cleared contractors in the UK (Section 8 Disclosure and Use of Program Information applies).

To ensure that the information is safeguarded and utilised only for the purposes of tendering, tenderers were required to sign DEFFORM 46 (Hold Pending Receipt of Tender Documents) prior to issue of Tender documents. The successful tenderer will be added to a Technical Assistance Agreement (TAA) post Contract Award.

PLEASE NOTE: Contract Award will be via UK only restricted competitive tender action as distribution of the tender will be subject to the security and retransfer of data under ITAR. Exemption through article 346(1)(a) and 7(1)(a) Defence and Security Public Contract Regulations 2011 has been granted.
