4. Description: The Awarding Authority is seeking quotations to appoint the services of a contractor, to deliver a green roof summer house as part of its ‘Nature’s Wardens’ collaborative project with the Mid and West Wales Fire Services (MWWFS).
PROJECT TIMESCALE:
The Council are looking for a suitable contractor to complete the works, as detailed below, within an anticipated timescale of 31st December 2025.
CONTRACT REQUIREMENTS:
The construction of a timber summer house able to support a wildflower green roof including the necessary ground preparation works. The installation and specifications are expected to meet all relevant CDM Regulations and standards, fire regulations (BS EN 13501-1) and health and safety regulations. The project aims to demonstrate good practice; is multifunctional; supports local flora and fauna; contributes positively to the removal of air pollution; deals with excess rainwater and improves the overall look and feel around the fire station. This project could potentially inform future development within Neath Port Talbot county borough and should therefore be easily maintained and replicable.
The contractor will be required to complete the works following the elements described below:
1. Working closely with the Green Infrastructure and Biodiversity team, the contractor will construct and install a green roof summer house. Plant selection to be pre-agreed with Green Infrastructure and Biodiversity teams
2. Working closely with MWWFS and the council, the contractor will be required to comply with any relevant CDM Regulations and consider the required need for future inspection and maintenance of the structure.
3. The contractor will be required to ensure that the summer house is watertight and able to support the saturated weight of a green roof.
4. To ensure the success and longevity of this project, the contractor will need to include a maintenance programme (inclusive of plant replacement and watering) for the first 12 months following installation.
Knowledge and/or experience in Green Infrastructure and the delivery of a similar project/s is essential.
DELIVERABLES:
The contractor will be expected to:
1. Construct a green roof summer house including native, wildflower planting. All features to include the provision and planting of plants
2. Evidence that CDM Regulations, building standards, fire regulations and relevant legislation in relation to the nature of the structure have been followed
3. A 12-month maintenance programme post installation to ensure the successful establishment of the plants as well as making sure the installed structure is watertight, safe and fully functioning
4. Completion of the works anticipated to take place before or on 31st December 2025 with a defect correction period of 12 months post completion.

The Contract is to be a fixed cost and Bidders are required to provide a breakdown cost of labour and materials as well as timescales.

Additional Information
The Shared Prosperity Fund – Valleys and Villages is a grant scheme which enables local communities to access nature in Wales, to restore and enhance nature ‘on our doorstep’. Now more than ever, with the declared nature and climate’s emergency, it is crucial that we look after nature and help people understand its importance. With the support of the Welsh Government’s Local Places for Nature capital grant, we are hoping to enhance nature in the Cymmer area and reconnect people to it.
The project will be managed by Neath Port Talbot County Borough Council, led by the Countryside and Wildlife Team Leader, with support being provided by MWWFS and council’s relevant departments for areas such as estates, SABs, finance and monitoring.
Total value of the grant funded project is £45,000.
