4. Description: Defence Operational Energy Strategy (DOES):
The security of energy supplies has been challenged by current events in eastern Europe. In addition there is a global commitment to transition away from fossil fuels in order to achieve both national and international sustainability commitments. Energy is a capability which enables the achievement of operational advantage, but MOD currently does not have a strategy for sustaining that capability whilst transitioning to potential new energy types, thereby informing equipment programmes. This exposes Defence to operational risk and does not provide direction to Front Line Commands (FLCs) to inform the development of their current/future capabilities.
In the wake of HM Government’s British Energy Security Strategy and the MOD’s Climate Change and Sustainability Strategic Approach, Defence must act now to establish an Operational Energy Strategy to enable the governance and direction of the Defence energy transition, to maintain operational capability, exploit emergent energy opportunities and thus enable the retention, or achievement of operational advantage in comparison with our competitors.
The current requirement is for a DOES to be written and published to all stakeholders. It will set out both the strategy itself and the governance needed to oversee transition, to identify opportunities presented by energy transition, and focusing on improving our energy resilience, security, and interoperability. This will reduce the risk in the equipment programme, in the energy supply chain and in working with allies and partners, while remaining consistent with the wider Departmental Climate Change and Sustainability (CC&S) drivers.
