4. Description: The COMPASS system delivers the HR, Payroll and Rostering service for NIPS. The current system version is SAP ECC6 Ehp5 and is hosted on the IT Assist Confidential (ITAC) Network. The system is based on a virtual platform in two computer suites in the Specified Location and is used by NIPS and DOJ Information Systems Division (ISD) and HR staff at the following sites: Dundonald House, Stormont Estate, HMP Maghaberry, Lisburn, HMP Magilligan, Magilligan, Hydebank Wood College and Female Prison, Department of Finance, HR Centre of excellence. The DOJ ISD provides ‘first-line’ support to the Users of the system. This is a business critical system as it pays the Prison Officer Grades that work within NIPS, manages their HR processes, rosters staff in the establishment and holds their training details. This contract will be to ensure the system is maintained and upgraded in line with Northern Ireland Civil Service (NICS) HR recommendations to ensure equality between NIPS staff and staff in other NICS Departments. Any workplace legislative changes made by government need to be reflected as necessary on the system. E.g. any changes introduced under the proposed reform of the Principal Civil Service Pension Scheme would need to be introduced within the COMPASS system.
