Description: Towards helping more Albanians access online work opportunities, the World Bank Group seeks an experienced private sector training service provider to pilot a training program in Albania. The training program seeks to (i) equip pilot training participants with the marketable skills needed to earn income on online freelancer websites and (ii) serve as proof-of-concept that if successful could serve as blueprint for training scale-ups in Albania and beyond. The pilot training program will focus support on Albanian women. Relative to existing private and public training programs in Albania, this program aims to pilot a novel design. Key features of the pilot are: The pilot training program focuses on preparing participants for work on online freelancing websites. Besides teaching marketable skills sought after on these websites, the program therefore also teaches participants how to register on these websites, how to apply for online jobs and how to ensure that clients are satisfied. Training participants are encouraged to start taking on online jobs and earning income during the training program itself. By accompanying participants in completing their first online tasks, the pilot aims to help participants overcome their initial fear of entering the online freelancing market. Completion of online tasks helps to complement classroom training with hand-on learning-by-doing experience. By earning income during the training period itself, participants receive direct validation that their investment in acquiring new skills is yielding a return. The training will take place online. This has two advantages. First, instead of focusing on the capital city of Tirana (as many other digital skills programs do), the pilot will therefore be able to accept an intake of training participants from across the Albanian territory. Second, online classes ensure that the pilot can take place, irrespective of the evolution of the ongoing COVID-19 pandemic.
