As part of the baseline diagnostic exercise and initial stakeholder exercise, a survey will be conducted with the aim of examining factors that influence HRM, and the attitudes and experiences of local government employees in the civil service of Estonia. A video or in-person survey, subject to COVID-19-related conditions, will be conducted in 79 institutions with ~2400 civil servants. Data collection is scheduled to occur within the time frame of January 2021. Data collection will be carried out either in person or virtually via phone or video, subject to COVID-19 conditions.
