This service is primarily about providing interventions to those adult men and women who wish to change their own abusive behaviour, in order to reduce that behaviour. The interventions should be provided on both an individual one to one basis and through group work. There is an additional responsibility to ensure that support is in place for partners and ex-partners and to support age appropriate work with young people using violence in their intimate relationships or with caregivers (young people aged 13 and over).

Please explain in a clear and comprehensive manner why the award of the contract without prior publication in the Official Journal of the European Union
is lawful, by stating the relevant facts and, as appropriate, the conclusions of law in accordance with the directive:
The bid for Home Office funding was created in collaboration with FreeVA who are a local charitable organisation and the only local organisation who can provide this service in our local area. The opportunity to obtain additional funding was unforeseen and time critical and without the support of FreeVA the bid would not have been submitted in time.
