Short description of the contract or purchase(s): You are invited to tender for healthcare provision to detainees within Cumbria Police Custody Suites and Sexual Offence Examination services as detailed within the ITT.
Custody Medical
To provide healthcare services and forensic medical examination services for persons and victims in custody within the Cumbria Police Area. The provided service will have specified access and response times, specified quality and performance standards. The care and examinations will be properly organised, managed and professionally delivered within a robust clinical governance framework, ensuring a safe and clinically effective service for referrals with the objective of delivering positive health and evidential outcomes. The service will have an approach to healthcare that aims to support the reduction in offending behaviour by tackling intransigent health problems such as substance and alcohol misuse, mental illness, and self-harm, including managing the risk factors associated with suicide. Conducting clinical forensic examinations to obtain forensic evidence along with the production of associated statements and when required attendances at court are included in the scope of this contract
Sexual Offence Examination
The Police and Crime Commissioner for Cumbria invites all suitably qualified and experienced healthcare providers to tender for healthcare provision to detainees within Cumbria Police Custody Suites and for sexual offence examination services for complainants aged 16 and over at the new Sexual Assault Referral Centre in Cumbria as detailed within this document. The service will be delivered on a 24 hour / 365/6 days per year basis. These Services are to be provided by suitable Healthcare Professionals such as Nurses/ Forensic Nurses, Forensic Physicians, Sexual Offence Examiners. The Provider will be responsible for determining and allocating the most appropriate professional for each assignment taking into consideration the medical healthcare required, value for money and requirements under the Police and Criminal Evidence Act 2004 Codes of Practice ( PACE) and Faculty of Forensic and Legal Medicine (FFLM) guidance. The Sexual Offence Examination service will deliver a comprehensive, professional and sensitive service, including comprehensive medical consultation, risk and needs assessment, forensic medical examinations, immediate access to emergency contraception, screening and emergency treatment for sexually transmitted infections, onward referral to other acute, mental health or sexual health services and providing evidence to support criminal justice prosecutions where relevant.
