The objective of the PSS procurement is to provide expertise and support (and associated outputs) at the time the Authority requires them in order to support the delivery of the remainder of the Evolve to Open (EvO) Assessment Phase and EvO Design and Development (EvO D&D) to Performance, Time and Cost (P, T & C) & Increase the in-house levels of knowledge, skills and experience
PSS contract(s) are to:
— Provide skilled resource (Suitably Qualified and Experienced Personnel (SQEP)) and processes available to support BATCIS to deliver the Sub-Programme as an Intelligent Customer and delegated Design Authority
— Provide expert technical support resource to undertake independent assurance of the work that will be delivered by the Transition Provider (TP) during the EvO D&D
— Provide Knowledge Transfer to Authority personnel to raise in-house SQEP levels, thereby reducing the Authority’s future dependency on PSS
— Provide PM Support to the Authority in manning the MORPHEUS Joint Project Office (JPO) in order to facilitate Transition Partner Knowledge Transfer activities.
