Serco Group has been awarded a significant subcontract to support the Royal Canadian Air Force’s (RCAF) Future Aircrew Training (FAcT) programme. The agreement, confirmed on 2nd December 2025, will see Serco deliver critical site and training support services under a 25-year contract valued at approximately CAN$490 million (£266 million).
The contract has been awarded by SkyAlyne, the prime contractor selected by the Government of Canada to deliver the comprehensive FAcT programme. SkyAlyne’s prime contract is valued at CAN$11.2 billion over a 25-year period and was officially awarded in late May 2024. The programme is designed to modernise and consolidate three separate RCAF training schemes, preparing the next generation of pilots, Air Combat Systems Officers, and Airborne Electronic Sensor Operators.
Under the terms of its subcontract, Serco will be responsible for a wide range of essential training enablers. The scope of work includes the provision of air navigation services, air traffic control, comprehensive site services, and full facility maintenance and management. Furthermore, Serco will oversee site security and deliver its specialist meteorological services. A key component of its facility management role will be the deployment of a Computerized Maintenance Management System to ensure the efficient operation of infrastructure at 15 Wing Moose Jaw in Saskatchewan, a primary operational base for the programme.
This award leverages Serco’s long-standing presence in Canadian military aviation support, including its considerable experience as part of the NATO Flying Training in Canada (NFTC) programme at the same location. This existing footprint is expected to facilitate a seamless transition of services to the new FAcT framework. According to Serco Group Chief Executive, Anthony Kirby, the company’s established knowledge of RCAF training requirements will ensure a robust and resilient training environment.
The FAcT programme will be managed from SkyAlyne’s headquarters in Ottawa, with training operations conducted across three key bases: Moose Jaw, Saskatchewan; Southport, Manitoba; and Winnipeg, Manitoba. Serco’s contribution will be integral to SkyAlyne’s efforts to achieve initial operating capability by the target date of 2027, marking a critical milestone in the modernisation of Canada’s military aircrew training capabilities and a substantial long-term contract for a key UK-based government supplier.
