A new joint publication by the European Defence Agency (EDA) and the Joint Research Centre (JRC) establishes the defence sector as a critical enabler in strengthening the resilience of Europe’s energy infrastructure against contemporary threats. The study, Protecting Critical Energy Infrastructure: A Defence Imperative in an Era of Uncertainty, mandates urgent and coordinated action to safeguard energy systems, highlighting that disruption poses an immediate threat to military readiness and overall societal stability across the allied operational domain.

This release is strategically timed to coincide with the 10th anniversary of the Consultation Forum on Sustainable Energy in the Defence and Security Sector (CF SEDSS) in October. CF SEDSS, managed by the EDA and funded by the European Commission, has served as the continent’s largest defence energy community, providing Ministries of Defence with actionable insights aimed at maximising energy resilience and achieving cost efficiencies without compromising operational effectiveness. The joint publication synthesises a decade of this accumulated knowledge to define how armed forces can directly contribute to both national and broader allied energy security and resilience strategies.

The report underscores that the energy systems underpinning military operations are highly vulnerable to a convergence of threats, including severe weather events driven by climate change, sophisticated cyberattacks, supply chain instabilities, and complex hybrid warfare tactics. For the defence supply chain, this analysis points directly towards future procurement requirements centered on enhancing systemic robustness and response mechanisms across the defence and energy sectors. Specific opportunities arise in areas such as resilient power generation technologies, cyber-physical security services, advanced monitoring systems for critical assets, and platforms designed to facilitate streamlined civil–military cooperation protocols to ensure continuity of supply.

Building on prior work that focused on protection mechanisms for offshore energy infrastructure and lessons derived from high-level table-top exercises concerning hybrid threats, the study concludes that the defence sector possesses the unique capabilities and logistical framework necessary to significantly bolster critical energy infrastructure resilience. The document explicitly sets out a suite of actionable recommendations designed to foster cross-sector collaboration and enhance the capacity of both prime and sub-contractors to deliver resilient solutions. The core message for businesses operating within this domain is that energy resilience has transitioned from a logistical concern to a core operational and security imperative. Mitigating these systemic risks effectively will necessitate a coordinated, cross-European response, requiring innovative, resilient solutions from suppliers capable of operating at the intersection of defence security and advanced energy technology provision.
