The procurement falls outside the scope of application of the directive

3.Explanation
Please explain in a clear and comprehensive manner why the award of the contract without prior publication in the Official Journal of the European Union
is lawful, by stating the relevant facts and, as appropriate, the conclusions of law in accordance with the directive:
South Western Ambulance NHS Foundation Trust have taken the decision to direct award the Conversion of Ambulances to WAS Ltd due to the extreme urgency of the requirement. The supplier contracted originally for the works has gone into Administration. Time is now of the essence to ensure that operational needs of the Trust are met. The pricing offered is competitive and the supplier is able to complete as they have the Trust specification from previous contracts.
