4. Description: Specialist Explosive Ordinance Demolition, Exploitation & Countermeasures (SEEC) Delivery Team (DT) have launched a project to procure and support explosive particle detection equipment. The user requires a deployable and robust explosive particle detector capability to conduct search of buildings and other infrastructure to give immediate indication of the presence or lack of explosive Particles for common and bespoke explosive threat substances, or components thereof, permitting subsequent activity. The authority will be purchasing detectors to equip at least 2 search teams with 20 detectors.

The intention is to award a 5-year contract plus 2 option years to one supplier to deliver this requirement. The estimated value of this requirement is ~£3.5m.

The Authority is interested in understanding the capabilities in the market to help inform the development of the requirement. Early Market Engagement will be conducted in two parts:

DSEI 2023
There will be an opportunity to arrange a meet and greet representatives of the SEEC DT at DSEI in London on the 12th September 2023. Please contact Maia Harris to arrange a meeting. Requests will be treated on a first come first serve basis, due to the limited availability during DSEI not all requests may be able to be accommodated.

All information provided at this stage shall not be used by the Authority to down select but shall help inform the development of the requirement and contracting strategy only.
