4. Description: The Awarding Authority is a funding mechanism that uses funding from international partners to procure priority military assistance for the Specified Location at pace. This will ensure the continued supply of military support – lethal and non-lethal – to Ukraine through 2023 and beyond. The fund is administered by the UK on behalf of an Executive Panel, comprising the UK, Norway, Netherlands, Denmark and Sweden.
The first IFU procurement round, known as ‘Urgent Bidding Round 1’ (UBR1) has now closed. An announcement on the resulting equipment package was made on 15 February 2023
We are now launching Urgent Bidding Round 2 (UBR2) and invite Expressions of Interest (EOI) from suppliers across the globe. The scope of requirements for UBR2 will cover
Air Defence;
Long range strike;
Mobility support;
Upgrade and maintenance of existing Ukrainian platforms; and
Artillery or tank ammunition production
These capabilities will be procured in 5 incremental tranches. We are currently only seeking EOIs regarding the Air Defence Capability Area. Opportunities in the other Capability Areas comprising UBR2 will be notified separately in the Defence Sourcing Portal (DSP) shortly. Details can also be found on the IFU website. Suppliers should not approach the Authority for further details on the other Capability Areas at this stage and must wait for the DSP notices to be published

Please note that the functionality of the DSP means that the Request for Information (RFI) from suppliers utilises the Dynamic Pre-Qualification Questionnaire (DPQQ) feature for EOI submissions, but for data collection and management purposes only. It is stressed that this RFI is not seeking DPQQ responses
Due to the exceptional circumstances in which the IFU is operating – described above – UBR2 cannot follow the standard route for public procurement of equipment and services. It is designed to identify a range of capability options as quickly as possible, which will be reviewed and filtered in the context of the overall needs of the Armed Forces of Ukraine (AFU), and the effect, quality and value of the capability offered within the available IFU funds
By submitting an EOI, suppliers acknowledge and accept the exceptional nature of UBR2 and waive all legal rights which may otherwise have arisen from participating in a public procurement
The IFU is not intended to be an exclusive route for support to the AFU and existing national and multinational routes for support to the AFU continue to run in parallel; submitting an EOI does not preclude suppliers from pursuing opportunities through these routes
