is lawful, by stating the relevant facts and, as appropriate, the conclusions of law in accordance with the directive:
As per Reg 32.2(b)(iii) Sophtlogic has exclusive rights to support and maintain the Pharos MIS and Wand systems currently in use by NIFRS, as this supplier holds the intellectual property rights and source code and therefore is the only supplier that can provide this service.
