4. Description: The Awarding Authority is seeking Consultants who can provide Electrical Infrastructure Feasibility and Design Works within a variety of site or camp settings that are based in specified location. Whilst preferable that coverage can be provided on a nationwide basis; bidders are not precluded from submitting a tender within their usual operating areas. Landmarc therefore reserves the right to appoint more than one contractor and no Consultant should have the expectation that they will be awarded all or indeed any of the works
Historically training areas and their associated camps have a variety of buildings or assets that have differing power requirements often attributable to a bygone era where alternative utility supplies were more abundant and where the requirement for sustainability and power generation were simply not commercially viable.
The tenderers should base their pricing on a combination of the Scope and Description of Service provided in the PSSC Work Package. It is most likely that the consultant will need to liaise with the Project Management Team within a given operating region and also visit site to assess the “Existing Information” available in order to provide an assessment of the future needs capacity of a particular site. The assessment provided will need to consider reserve capacity, current demand and anticipated demand across a wide range of parameters that could include a DNO capability to deliver a larger supply to recommending alternative on-site generation where further capacity is either not available or is cost prohibitive because of distance.
The aim of this tender is essentially to appoint the three lowest bidders on a call off basis. The lowest scoring bidder will always be the first port of call but if the work cannot be delivered in a 28-day period the second placed bidder will then be approached and so on. Landmarc reserves the right to run mini competitions between the three lowest scored bidders.
