4. Description: The Awarding Authority is seeking the services of an experienced consultant to provide an assessment of the risk to waterways cultural heritage resource and assets posed by climate change using GIS mapping (as demonstrated by Historic Environment Scotland).
The GIS consultant team will source and co-ordinate the site locational data with relevant datasets relating to typologies of risk (e.g. pluvial, fluvial flooding etc.). Spatial site boundary data including buffer zones (recorded monuments) will be overlain with the natural hazard datasets. Where hazard(s) intersect with an area of a cultural heritage site, the likelihood of that hazard occurring should be identified.
The risk assessment should be, at a minimum, based on that outlined in the methodology of the Historic Environment Scotland’s A Climate Change Risk Assessment (2017) Section 2, pp.16-26, modified for Waterways Ireland’s asset resource. This will include using the datasets relevant to the following risks – including but not limited to;
Fluvial Flooding
Pluvial Flooding
Drought
Coastal Flooding
Coastal Erosion
Groundwater Flooding Potential
Slope Instability
assessment of impact by considering site
developing a likelihood rating for occurrence of each hazard occurring at each site
assigning a risk rating for each site in regard to each of the seven hazards
analysis of future risk effects
using case studies (total 4) to demonstrate efficacy of risk assessment
This appointment will provide for research and stakeholder engagement, including engagement with Waterways Ireland staff, dataset providers, Institutes and government agencies; sourcing of relevant datasets and engagement with the project steering group. All meetings will be either virtual and / or face-to-face.
