Description: The objective of this assignment is to assess the business environment, identify necessities for market creation and provide necessary prerequisites for e-Mobility development in developing economies. Also, to assess private investment potential of related sectors (automotive industries, EVs battery production, e-Mobility/EVs secondary markets, e-Mobility/EVs utilities/system-charging operators, other electric vehicles, development and management of services through electromobility etc.). The key is to identify impediments hindering market creation and investments from both private and Government side; what is needed to develop and e-Mobility; good practices and entry points for private investments. IFC team will provide adequate guidance for the Consultant and closely cooperate to meet objectives of the assignment. Within this context, the objectives of the analysis are to provide for a comprehensive analysis of the main challenges facing e-Mobility/EVs development with a view to identifying key steps countries will need to take to increase the uptake of e-Mobility/EVs in their markets and increase opportunities for private investments. The Consultant will conduct desk analyses and desk-based research thorough a literature review using reliable sources (government institutions, statistical institutes, universities, government laboratories and other credible surveys), interviews with industry representatives and any other relevant stakeholders (online or in-person as needed this depends on consultant proposal, but this not a mandatory requirement) to analyze e-Mobility development prerequisites in any country, key actions and steps to be taken, good practices globally, and most importantly entry points for private investments. More specifically, the Consultant will perform the following tasks: 1. Analysis of broader eMobility space outlining and examining: Main components of the industry (taxonomy). Key issues facing adoption in developing and developed countries. Identification of successful early adopters and the lessons learned from their scale up. List of key policy and reform actions that need to be tackled to scale up eMobilty roll out. Investment, both public and private involved in the ramp up. Short case studies that can be used to guide adoption in new market pointing out pitfalls and routes to success. 2. Key prerequisites for eMobility developments in developing countries: EU (Norway, Netherlands, France, Austria, Slovenia), USA, Chile i Asian countries (India, Thailand, Vietnam, Indonesia), and key phases. 3. Brief comparative analysis of the best practices in Chile, EU and Asia (India, Thailand, Vietnam, Indonesia, etc) regarding the eMobility/EVs, including eMobility service and EV (battery) risk sharing models to speed up adoption. Description (in boxes) of country examples is welcome; 4. Key entry points for private sector investments and key enabling factors for companies what they expect when investing in in these segments. 5. Overview of potential entry points for private investments in e-Mobility space in the following countries: Serbia, Bosnia and Herzegovina, Georgia, Ukraine, Tajikistan, Kazakhstan, Kyrgyz Republic and Uzbekistan, and rationale why.
