Babcock Land Defence Limited acting as agent to the UK Ministry of Defence (“the Authority”) has under consideration a 7 year Framework Agreement for The Repair Of Hydraulic & Pneumatic Assemblies and Associated Items and the Provision of Output Specifications as fitted to a number of different vehicle fleets currently in service in the UK Ministry of Defence (MoD). These include but are not limited to Articles categorised within the 6 Lots as detailed in the attached NSN list.
Babcock Land Defence Ltd reserve the right to add further items of a similar nature to the contract post award.
The successful contractor(s) will be required to overhaul/repair Articles to OEM specifications with an accompanying Certificate of Conformance detailing results of any applicable output tests. The successful contractor(s) will be required to supply all spares/components necessary to undertake the repair/remanufacturing process. Successful contractor(s) will be expected to arrange the subsequent packaging to appropriate Military Packing Levels and deliver articles to the Authority post completion of remanufacture. Output Specifications (see attached for further information) will also be requested for each of the 3 Lots.
Those Invited to Tender will be provided a 3 year forecast of repair requirements for each NSN. Although this is the best indication of projected upcoming demand, it is nevertheless a forecast and therefore is subject to change.
The Authority have attempted to make a combination of volume and revenue commitments for the first 3 years of the contract. The detail of volume and revenue commitments will be provided within the ITT documentation. The Authority hopes the combination of forecasts, volume and revenue commitments enables suppliers to achieve greater efficiencies within their supply chains and workforce planning.
Drawings and/or associated specifications will be provided where available to issue as part of any eventual ITT.
Babcock Land Defence Ltd intends to award several single supplier framework agreements for the items detailed within this notice.
To respond to this opportunity suppliers must read through this notice and complete the associated Pre-Qualification Questionnaire (PQQ). The PQQ shall be assessed using the selection criteria given within the PQQ and within each question. It is the intention of the Authority to down select and Invite to Tender only those economic operators who successfully complete the PQQ, provide all mandatory information and are not subject to any mandatory exclusion.

Lot numbers 2, 4, 6, will be for the provision of output specifications for each of the above lots.
Babcock Land Defence Ltd intends to award several single supplier framework agreements for the items detailed within this notice.
Prospective contractors are required to hold Quality Management System certification to ISO 9001:2015 or suitable alternative, with the appropriate scope to deliver contract requirements, issued by a Nationally Accredited Certification Body. You will be required to provide a copy of the certificate(s) as directed by any Dynamic Pre-Qualification Questionnaire (DPQQ) or Invitation to Tender (ITT) associated with this Notice.
No business whatsoever is guaranteed under any resulting Framework Agreement or Contract unless expressly stated otherwise in any resulting contract. There is no guarantee that any Framework Agreement or Contract will be put in place in relation to the notice. No compensation etc will be paid if a tender or resulting Framework Agreement is withdrawn for any reason. Bidders should take part in the process only on the basis that they fully understand and accept this position.
As stated above Expressions of interest will be via the Pre-Qualification Questionnaire (PQQ) linked to this Contract Notice. Only those expressions of interest that fully meet the above criteria and the Minimum criteria stated within the PQQ shall be considered for Invitation to Tender.
