A government entity is looking for consultancy to conduct a pre-feasibility study and options analysis for a prison.
You will be required to:
analyse the financial, economic, legal, technical, social, environmental, and regulatory aspects of the project, with main potential impacts and mitigating measures, and issues to be addressed in further project development work
assess the feasibility of private sector participation options via PPP versus traditional procurement for the development of the new maximum security prison and recommend a preferred option
analyse the options available to the government including key considerations and implications for each option and the recommended option that achieves the required objectives
consider redevelopment of the prison on its present site as an option, compared with the proposed relocation site
