The solution should:
have a minimum capacity to manage 3 million records
support ANSI/NIST-ITL 1-2011 for communication and export/import data
ensure that fingerprints are stored using WSQ with a compression factor not bigger than 1:15
perform functions including minutia extraction, quality checks, cross-matching, de-duplication and storage of compressed fingerprint images
be able to use the comparison of facial images to confirm if a record is unique where the fingerprint images are of poor quality or unavailable
have optional facial recognition capabilities
